Is that an Edson wheel? If it was just a cover nut for the “real nut“ it would pop off rather than unscrew. I believe it has an insert to match the threads on the shaft, so they will both come off together, and the wheel should then come off the shaft.

Is the tilt trim also dead? Check the fuse under the engine cowling. There is usually a spare.
