I have been using Inerlux trilux 33 antifouling aerosol for the past 20 years with good results. They also make the grey primer you will need.
The epoxy primer kit for stainless steel tabs has an etching component that you use to make the primer stick. It is not the same as the grey primer.
I am currious, did you use a colored 33 or the clear. It's the clear that I have had awful results with when I applied it to my motor bracket. I applied three coats the second season after the earlier two coats didn't work out.

My boat was barrier coated, primed and bottom painted when new from the dealer. I just put the ablative paint on them. Keep away from zincs and you'll be fine.

I have always used the black.

Last year I sanded and primed with Interlux primer then 33 Black.
I wasn't impressed. Had a lot of barnacles.
I'm trying Pettit Barnacle coat grey this season.
