It's painted, so you can pretty do what you would with anything else that is painted. There's commercially available hard water spot removers that you can buy just about anywhere. Try some white vinegar - may need to leave it sit for a bit. Cleaner/Wax or a light buffing compound, as well.

Real simple. Just spray Vinegar on it. Wipe it with a cloth and rince off. Takes off hard water spots easily.

^^^ This. If still a problem try CLR. Test it first though....

Seen Penatrol used quite often to brighten up a sun-bleached engine cowl. Let it sit overnight, wipe off residue and put on a coat of wax. Not perfect but looks pretty good and lasts a while.
