If I disconnect the three pairs of leads to the batteries and connect the charger to 110 Volts, shouldn't I get 12 votes between each pair? I get nothing on any of the lead pairs.

You may not if it's a smart charger. Check battery bank voltage without charge leads, hook back up and check voltage hooked up. Should gradually get higher up to 13-14 volts. If no change, charger isn't working.
