I would remove the one on the opposite side, take it in to your local glass shop and have them make you a new one. It's not hard at all. Drilling the holes can be tricky but they know how to do it. You can dry fit the opposite side glass to the one that broke to ensure an exact match and fit.

Your gauges are 23 years old. One option is to remove both gauges, swap them and see if the bad one works. If so, you don't have a wiring or signal issue but a gauge issue.
