I had the same thing on a 2003 sailfish. my problem turned out to be the horn. there is a good size hole at the center of the horn for the 2 sets of wires to enter the cabin. they use a rubber gasket along with caulk. the caulk failed. i found this after doing most of what you mentioned as...
