You don't need the new faucet to diagnose.
Plumbing on boats is pretty straight forward - not too hard to figure out by yourself once you take a little time - just take some time and inspect - it'll make sense.
Even old flappers shouldn't stop water from draining. Look inside for a clog... or aim a hose on full blast right into the floor drain.
But, yes, they are readily available for purchase and super easy to replace.
