    Agree that your first item to check is if the oil level is enough in the reservoir to operate the trim. The seals may need to be replaced but if you fill up the oil again it may work for a while.

    this is correct for CA. There is a boater ID card requirement in CA - phased in based on operator age the past few years. I think it was a 4 hr online course, a fee, and ID in the mail.

    I’ve seen folks online use epoxy, so I hope it keeps that nice finish for you! I think one of the benefits of spar varnish (I use epifanes too) is that it can flex a little if the humidity changes or it gets wet. With your epoxy coats, it may be sealed well enough to avoid anyways
