Try this: Swap the fuel lines that go to your motors coming out of the fuel selector valves. So, now when the selector says "aux", its actually fuel from main, and when its says "main", its actually fuel from aux. If the problem now occurs when using the "aux" position and now doesn't happen...

After removing the set screw and spraying some penetrating oil on it, use a long screwdriver as a lever to pry it up bit by bit slowly from different angles. Wrap the tip of the screwdriver with a cloth so it doesn't dig in and gouge your boat, and position it so the shaft of the screwdriver...

And if you cant find a suitable plug, use a wine bottle cork to seal it up. Shave the cork with a knife so it's a bit wider than the hole, jam it in the hole, shave off the top of the excess cork so that it's flush with the bottom of the bracket, and then cover the hole with 4200. Enjoy...

Or, if none of the suggestions above work and you cant free it, just leave it open and install a new shut off valve on the hose itself.
