for the rubber inserts.... I bet you find some self adhesive rubber strips that you could fabricate to fit the wheel nicely.
.....and then when the get faded, dryed out, grungy, etc., you could simply peel and replace

I was surpsied that Edgewater and Everglades eliminated it from their lineups. I could have seen it being popular in the Northeast and mid-Atlantic here in the US. Ironically, Axopar and similar have become very popular.. I think if there were removable hard panels, it would be more popular...
