Nowhere near enough power for that boat. Minimum for even decent performance is 140.....It'll run with a 115 but not the way it was intended to. Most people power it with 150 - 200 HP. 70 won't even plane.

You can try new batteries and wire as described above but you may still have the voltage drop/low battery issue - You should do those things either way as they are the correct way to be wired/operate the boat. however, if you want to end this nuisance once and for all install a line conditioner...
