GPS does both. I reset the values to mph based on what others have said for the testing. I may have found the culprit however. After indexing the prop, I removed it today and my scribe marks have indeed moved a full 180 degrees from the prop hub. My local prop shop has a 14.75 diameter by 19"...

Just got off the phone with Grady and according to their records back in the mid 90's, the 208s with Yams ran with a 13.75" x 17" prop. Mine is 15" x 17"

Tried to optimize the trim and According to the prop slip calculator, rough estimate shows 53% slippage. 17" prop, 3800 rpm, gear ratio 1.86, 18 mph on GPS. Will retest again as soon as I can get back on the water.

Absolutely no luck today trying to thread some flexible conduit attached with rope through the fuel fill area. Will 5ry fish tape or the auger next. Maybe I will need to make some new access holes to line the new hose up? Pic of tank, old fill and my rope attached to conduit

Yes the auger I am referring to is essentially a drain snake. I will try this and/or some thiner hose tied with twine and will attempt to feed it all the way to the tank. Reattach the new hose using the method described above. Will try to post some pics tomorrow of my progress.
