First step is to see if the manual overide works. The switch is located on the powerhead under the cowling and should be labelled.
If the manual works and the main tank fills, we know the pump is good and the filter. If the pumps hums but the main tank doesn't fill, the filter is probably clogged.
If the pump doesn't pump, it is probably bad although it could be wiring also.
Do the first test and get back. We can go from there.
