1989 Yamaha 150 is missing

Coming back from a fishing trip Sunday my 150 started missing. Would not go above 3600 rpms. I went back to look at it today and it will start and idle fine and take throttle until about 1500 rpms, then it starts missing. Where should I start to look? I am thinking about replacing the fuel/water filter and do a plug job.
