1999 263 Chase Fuel tank

So guys I started removing my factory bait tank today as I am adding a larger bait tank, its a west coast thing.

So as I am removing the tank and fittings I get a look at the tank and the top is tarred and there is no visible foam, is it safe to assume the tank has been replaced?

I have an older model chase, I believe its a 94 or 96 and my original tank was not foamed in. hope it helps
