What is the best way to clean the tops of my fuel tanks? I think I have tuna blood that has leaked through, but I don't want to compromise the connections by using a power washer.

As recommended by another member here, spray some simple green on there and let it sit for a few minutes. I also agitated the dirtier areas with a scrub brush. Then hose off and you should be happy.
 
can also use a de-greaser, follow instructions and don't let it sit too long. can also use a mold and mildew remover.
 
Unfortunately, the top really doesn't matter like the bottom. The area that sits on the carbon will rot first and you can see it.
 
so true. it is a nice placebo to see it shine though....
