On the home page of this site, there is a story of two boats capsizing in the same spot, with all souls rescued. One of the boats was a 23 GW that capsized, sunk, resurfaced and eventually sunk for good. I thought the "basic flotation" would keep a portion of the hull floating at all times and prevent it from sinking. If the news report is correct and the boat did indeed sink, the basic flotation didn't function as designed. Am I missing something?

:uhm I believe upright, level flotation is only required on 20' and smaller, don't know what Grady with their larger boats. Or something like that ...
 
I think the smaller boats (20 and under) have level flotation and the larger ones basic flotation.
