My instrument panel is starting to bubble and flake. Is there some sort of wrap I can overlay to avoid having to replace the whole panel for a few small flaking areas? Any other ideas? Thanks.

Anything you put on top of a "failing" surface will not survive. You HAVE to take care of the failing parts, first.

In a Sea Ray cruiser that I had, years ago, I gave it a light sand to remove any loose stuff and blended the sanded area smooth. I then simply spray painted it with a black-ish, textured surface paint that had a tiny amount of glitter in it. I had seen somethign similiar to this in new boats and it looked good so I tried it. Came out great! And it only cost me $7 :)

This was a "sort of" plastic panel so I used the apray paint that can also stick to plastic - you didn't mention what yours is made of? BUT... if it's plastic, you could use a base layer of "paint for plastic" and then topcoat with regular spray paint.

It's a very thin layer of metal that is flaking. I can glue it back down but I can't seem to fully black out or hide the seams. I am probably not the only Grady owner who has had this problem.

I wouldn't focus on the "Grady" part of it - it's just a plated (for lack of a better word) panel and that is certainly not a rarity in the industry (and other industries)

Regardless, the first step is that all of the failing parts MUST be removed otherwise anything you put over top will fail.

I would just take it all off - or at least well far enough to where it's solid. Try heating and scraping.

Then you can "cover" it back up any way that you want. There's lots of vinyl overlay stuff out there - 3M DiNoc is probably the best known - but there are plenty of these out there.
