Hydraulic Steering Issue

While cruising in open ocean, to keep my Islander 268 straight, I have to turn the wheel counterclockwise every few minutes repeatedly the entire trip, and never run out of turns. I have bled the system, but have the same issue. Should I look at the helm pump, or cylinder as culprits? Steering generally is very non responsive.

Do you need to add fluid to the system? If "NO" then there is still air in the system and it needs to be bled again ! Are you seeing any leakage around the mount where it goes thru the dash? I had that with mine and had to replace the outer seal.
