Port side gunnel faucet wiring on 94 Sailfish

Hi - can someone tell me where that faucet get's its 12 volts? This is the small faucet in the gunnel with the switch for the separate pump. There is no voltage at the switch. When I temporarily jumped 12 volts to the switch the pump worked fine. If I am interpreting the schematic correctly it says fuse block but it doesn't appear to be one of the four fuses near the ignition switch. Is there another fuse block somewhere (besides the one in the hardtop)?

I traced the wire back to the switch panel (not the "fuse block") and found a tripped circuit breaker was not resetting. It appeared to have backed out of the panel a little so that when I pressed the button, it wasn't depressing far enough to reset. I removed the breaker, reset it, and screwed it back into the panel and the faucet is working. Moving right along to the next problem on the list... (I can't believe how much wiring is in this boat at the helm area...)
