puttering at low speed

ran my 268 islander today, when returning to port, at very low speed, she would putter along, and regardless of how much throttle i gave her she would just putter along. if I quickly "HIT" the throttle hard, she would respond just fine. she is fitted with a single 2001 Yamaha 250HP 2 stroke. any ideas?

I had similar problem last year. Turned out to be the ball valve at the tank being clogged. Someone from this site told me to look there and that was it.

I was just happy it wasn`t anything expensive.
