Scupper valve replacement

Just bought this boat and found that water enters the boat through the scuppers when people are standing in stern or when in reverse. Upon inspection I noticed they don’t lay flat against the outer ring of the thru hull. Can I just replace the rubber gasket part? It would be a lot easier then replacing the entire thru hull. Attached a few pictures.

Your's are from THMarine. You may be able to get an exact replacement from them. If that whole thing comes off by removing those 4 screws, I would want to replace that gasket. You don't want water getting to the wood core in your transom.
 
Measure the old ones accurately. I find that the TH kits, although they have 3 different sizes, none are the exact fit. It depends on which scuppers you are replacing. just 1/16 of an inch can be the difference between a nicely operating flap and a binding/leaking one. Exact fits are available on the internet but are a lot more expensive than the TH variety.
In some instances, if replacing the scuppers with the round plastic mount as opposed to the metal through hull, it is easier to but the TH kit that includes the plastic mount. Keep all the old parts and especiallt the spacers and screws. You may need to reuse the factory spacer rings and also the original screws.

If your are trailering your boat and don't have it in a slip, flip the rubber that should fix your problem. If that doesn't work get new ones.

Some of the flaps have a crease molded in where they flex. If you can flip those they may stay shut and not open to let water out.
 
I got mine from my local Grady White dealer, I think that they were like $9.99 a piece, which is a bit absurd for a rubber scupper flapper but for $30 total, it's better than your boat potentially taking on water. I bought a couple different sizes and styles off of Amazon and most weren't the exact same size that they were supposed to be.

I also agree with Glacierbaze above where you should do something with the gasket between the housing and the hull of the boat as it looks like the gasket is kind of puffing out there on the one side. Maybe that and put a bead of whatever silicone you'd like to use around each one as yes, you don't want water coming in that way and getting into the hull of the boat.
