My starboard throttle has gotten very stiff and hard to shift. My local G-W Tech says that after about 6-7-8 years they all get that way and there's no real way to lube them or service them and that they may need to be replaced.

Any thoughts or opinions?

There is a procedure in almost every shop manual on how to lube the cables. Remove the end fitting from the shifter, make a funnel out of some waxed paper taped to he cable end. Fill with lube and hang higher than the cable run. After several hours depending on lube viscosity, it will work down the cable. Gravity, it is your friend.

I ALWAYS take w/ a grain of salt a tech's claim "they always go at..."
My mechanic told me the same thing when my '97 250 SWS II was overheating at idle. I found that reply unacceptable. 15 minutes of homework diagnosed a stuck high pressure grommet. I dealt w/ that G.D. buzzer for an entire season.
