Suzuki repower for Marlin

I recently repowered a 2002 Marlin with Suzuki DF250 APs. I am trying to compare performance to previous Yamaha F225s. The optimum cruising rpm with the Yamahas was right at 4000 rpm that gave me 23knots. I have not been able to keep these Suzukis at 4000 rpm. I can cruise on plane at 3700 and at 4200 rpm. but if I try to get closer to 4000 rpm, the motors creep up to 4200 or down to 3800. These are the digital "fly by wire" throttles. I have tried in "sync" mode and without sync mode.

The Suzuki installer can not find an issue with the throttles and thinks it is just the nature of this Marlin hull. I think I should be able to run steady at any rpm. The props are Suzuki 3x16x17.

Any one have this experience running Suzuki 250s on a Marlin hull?
 
Dont have the fly by wires, but they're 2018's on a Marlin. I havent noticed that condition. I usually run between 3800-4000 and cruise at 24-25mph.

Thanks, that's the range and response I'm looking for. What props are you using?
