Why Is My 192 So Heavy

I've had problems finding the right prop for my recently purchased '97 192 Tournament. I put a new E-Tec 150 on it but am having trouble reaching the recommended WOT rpm. Now down to a 15P Rebel prop but still only getting 4,900 WOT. Evinrude dealer says the boat might be "waterlogged" and to get it weighed. I just did that and got the following:

Actual weight with trailer - 3,860 lbs (I emptied out the boat so there was no extra equip or storage weight)

From the literature on the boat, the motor and the trailer, the package should weigh out as follows:

Grady 2100
Fuel 30 gal 6.4 192
Etec 430
Trailer 700
Anchor & chain 40
Battery 40
Oil Tank 15
Fire ext & Misc 20

That totals up to 3,537

Why such a big difference??
 
If that is yout boat in the picture, it doesn't look extra heavy based on how it is sitting.
Motor weights do not usually include the prop but that is a small addition. I would look again at the trailer spec. 700 pounds might be low especially if you have dual axles.
Manufacturer's weight doesn't include options and a lot of what you think was standard on that year was an option.
 
In addition... Do you have any optional equipment or accessories (non-standard)? Also, manufacturers published weights at not finite and can vary. Then... Is the scale 100% accurate. The difference you're showing doesn't sound too unreasonable, even as is. Plus, an older boat will take on some moisture over the years (normal).

Don't forget, there's also things such as steering cables or hydraulic lines and fluids, controls... Spare tire on the trailer... We're you standing on the scale?
