I thought Starbrite made chemicals. Maybe you meant Starboard but I wouldn't expect to see that as coring.
With respect to a survey and moisture test, the surveyor should take readings on many spots across the whole hull in addition to the transom. Tests should be done on areas around penetrations like through hulls etc.
Deck measurement s also should be done including locker lids.
If the boat is bottom painted, accurate measurements may not be possible without sanding off the paint which probably isn't going to happen.
Spots where deck mate to hull ( rub rail line) should be checked also. The surveyor may take readings from the inside out, a good thing, if the bilge areas allow.
If the surveyor has knowledge of issues specific to that model hull, of course he or she should check those ares on your hull Ask if there are known issues.
