I am not home currently to take a picture but found a picture I can use. You can see the top bolts mounted with a nut on the top of the bracket, not inside

Was able to open the access plate on the bracket and take pictures. When I pulled the access plate, there was no silicone/sealant under it. No water in there other then condensation, should I apply sealant to to plate when finished?

Thank you very much for the picture, helps as I didn't know if the bolts used a lock washer or threadlock. I assume they put some sealant on the bolt as well? I will take a picture as soon as the rain lets up. I did look in the holes and it seems like the threads do not go all the way to where...

I have cleaned and brushed both holes out, I have tried the bolts on both sides and they seem to stop at the same place on either side. I will try again as suggested and see how it goes. I thank everyone for the great suggestions, hopefully I can make progress and be able to get on the water.
