The Tempress hatch that I used closes over the top of the flange. So it will stick up higher than the flange even if you recess it.
There was another more expensive brand that closed flush inside of the flange. I don't remember the brand

Having it all above deck level makes the water go around it.

Thanks!! Good to have no pooling around the edge.
 
Check TH Marine for hatches - they usually have a nice selection. Nice company, too -- they make some of their own things - not sure about the hatches, though.
 
Installed the DPI Marine Flush hatch 13”x 24”.
Good quality and only 3/8” above deck. $100
