Gun Wall? / Gunnel also sometimes called a Gunwale I try to avoid shooting too much water directly up under the gunnel, but a gentle stream shouldn't hurt anything. Light water and wet rags.

I hate to be a downer, but That weld repair really does not look like it has penetration on the metal - especially on the bottom portion of the tube. Look at the bottom of the weld repair - you can still see a gap where the weld drooped over the tube, but does not look fused to the metal...

I can't seem to get a sense of scale on that - It could be 6" diameter or 2". How big is the piece? My first reaction is same as yours; a macerate or bilge pump flange. Does/did it have a head? it could be a backing flange on the toilet...
