Can you just pull the sender at least partially out of the tank? That will put the float at the "empty" range.

Windshields are actually pretty simple to take apart. I highly doubt the wire is secured inside the windshield... but any sharp bend will make it hard to pull - sometimes pushing and pulling helps - but those hard angles are tough. You know what would be even easier? Just install a pole light...
