My blue rub rail is in very good condition but has faded a bit. What should I use to make it look new again?

I wash with boat soap and scrub it well. Then (important) let it dry completely and wipe down with acetone. Change the rags often.
Rail should look good but it needs a protectant coating. I use Mop and Glo. Others have used a good boat wax. Depending on your how harsh your weather, you may need to treat it more frequently.

If it is really blue, I might skip the acetone, just wash, dry, and apply wax or something like Mop and Glo
