1999 Yamaha 250 Voltage surge

I have a 1999 Yamaha 250. There is a problem with intermittent power surges and shorting out of some equipment. Mechanic cannot find the problem. Engine has been well maintained and runs well with no previous problems/symptoms. Any ideas of what to ck for would be appreciated. Thanks.

What equipment has been shorted out? At what time? During starting motors? Or at the dock on shore power.

Are we talking about changes in motor revs or voltage spikes or voltage drops.
The expression 'shorting out' doesn't help at all. If something shorts out, a fuse blows or a wire melts.
What exactly is the issue?
