Another boat i am looking at , what would cause this and should i stay away from buying this boat.

Without more info, I'll take a guess. You are looking at an older model that was designed for 2 strokes, or someone repowered with a different brand or HP engine that is too heavy.
I wouldn't buy a boat that sits with scuppers under water. It's a sinker waiting to happen.

Assuming you’re referring to scuppers, that happens when the boat is stern heavy. Could be from water accumulation in the hull (bilge pump not working), repower with a heavier motor than original, added batteries, bracket has water in it, among other reasons.
Perhaps easy fix.
