What do you recommend using to clean and polish a stainless steel prop? Will any stainless steel cleaner do, or is there a particular "marine" product that needs to be used?

Bar Keepr's Friend. It is a powder and comes in a container like Ajax or Comet. Made for stainless steel. Also works on brass, copper and chrome. It's very fine and doesn't scratch.

is it rusty stain looking nasty? and do you get rust on your hand when rubbing it?

Some stainless props were intended to be painted since made of 304 stainless. I know my old OMC props were, also I believe yamaha black stainless model does.
