The Ritchie Compass at the helm of my Gulfstream is tilted badly, even when at rest. I suspect it is low on fluid. If so, can the fluid be replenished or is there another possible issue that can be corrected?

You can add fluid- see gwwannabe's question under "General Discussions"
 
if you take it out and flip it a few times it will go back , add some oil when it's out.

Freddy063 got it right- almost. According to Ritchie you don't use oil. Here is their instructions that I followed to solve the problem:
You need to purchase odorless mineral spirits (NOT oil) from a hardware or paint store and put it in the freezer overnight to reduce air bubbles. There is a “fill plug” on the side of the bowl of your compass and you should tilt the compass so that the fill plug is up, remove the plug and pour in the new fluid. Re-insert the plug and you should be all set.
