Failed through haul fitting?

Please take a look at the picture and tell me if this is a sign of a bad through hull fitting. I have not looked at it in person or done a moisture reading on it seem that it is a long way away from me. I am trying to determine if it’s worth the drive. Any help or advice is appreciated thank you.

Very hard to say.

I would put a moisture meter on it and go from there.

I would also consider having a surveyor or 'glass guy look at it.
 
There's no way to know anything definitively from that. It could just be tannins from the water that weren't cleaned off all the way as the pattern is indicative of spraying cleaner.

What does the owner of the boat say? Seems like that would be a good (better) first step.
 
Owner advised he bought the boat approximately one year ago and had a gel coat protection put on it. Hard to tell in the pictures what i am seeing other than the rust starting around the fitting. That was my concern.

I wouldn't put too much stock in this as an explanation.
 
To me, it almost looks as though the scupper, as well as the trim tab were removed and some fiberglass work was done in that area. Then they were reinstalled but looks like some water was in behind them? Is that a dried seam going from the scupper on down? If possible, I'd look at the same part on the other side of the boat and see how that presents. If it looks different, then I'd say some kind of work was done to that side of the boat. What year and model is the boat?
 
The rust is more likely "crevice corrosion" due to the SS thru-hull (and tab) collecting water in the small crevice created between it and the gel. SS protects itself well from corrosion - but only when it has access to oxygen. It's typically a very, very minor issue that can be cleaned and then reseal the items better to avoid a spot where water can collect.

I'm surprised the thru-hull is collecting water in that spot (gravity) - which may be worrisome - but there may just be something foreign there that's allowing that.

As long as the fitting was sealed and the core is fine, I wouldn't worry about it.

You can do a hammer tap test . I bet it will have that dull sound which = bad news.
Looks like a classic leak from that through hull.
 
I am having owner take a picture from a different angle today. A year ago it looked great.
