Im heading about 3 hours to go fix my dads boat and would like to learn if anyone did this and best way to fix.

gas isnt filling tank , most likely carbon canister.

what i would like to know
1.where is it located exactly, and how to reach it?
2. should i replace it or bypass it. If bypass what part would be needed?
3 any special tools needed?

thank you appreciate anyone who knows and can help

Probably one of the best things you can do. They often get clogged from topping off the tank or other reasons.

They are typically only a short distance from the vent on the boat - whether it's integral to the fill or a stand-a-lone vent.

Get rid of it. All you need to do is splice the input hose to the output hose. Make sure the end result retains an upward loop off the vent fitting. Vent line is 5/8" hose.

The user manual for that year has a diagram of the fuel system. It may not be accurate but it shows that the canister in plumbed in-between the tank vent fitting and the hull positioned vent. In other words, it shows that the tank vents to the outside using a hull mounted vent fitting. Find that vent and work backwards, you should be able to see where the hoses goes. I would expect the canister to be close to the vent through hull.
The vent itself can affect fueling if it gets blocked. If there is a screen inside the vent, check it for bug nests or other gunk that can block air flow.
If the boat runs OK, the vent is probably not blocked.

Sorry I can't be of more help with that model.

Yea the vent on the outside of hull is not clogged we checked. I believe its the canister
