The spray hose on the tank is cracked at the point where it attaches to the tank itself, waaaay under the deck . I can feel the break but cannot get to the connector
How difficult is it to cut away the oblong, caulked-in floor panel that's right over the area I need to access? Would I just cut it open & re-seal after the repair?

Pretty simple. Re-seal with GE Silicone II in Almond and you're good to go.
