Fuel tank issue

I have a 91 Dolphin with 2 fuel tanks. Both tanks were replaced in the past 5 years. The issue is the supplemental tank 40 gallon capacity is very difficult to fill. The fuel keeps spilling out as I try to pump. I took the fuel vent apart and cleaned but still having problem.
Thankfully the main tank is working fine. Does anyone have any ideas?

More likely the vent hose than the vent itself. Try blowing through it. If you meet significant resistance, you've found where the problem is, then you only have to figure out what it is.
 
Not a problem, vent hose has fuel in it, take a deep breath and blow back into tank. Do it a few times, line is long.
It will clear itself over time.
If gas is laying in fill line, then you have to just start up slow.

Don't try to (over) fill tanks, gas will overboard into vent line.

Any 'low' spot in the vent or fill hose ( a loop) has the potential to triger the fuel fill shutoff but the low loop in the fill line will trigger it faster especially on an almost empty tank. It is possible that when the tank was installed one of the hoses was a bit long and when pushed to mate to the fittings, bent a bit.
