Grady 192 150 evinrude prop?

I’m running a 15x 16 size prop and can only get 4300 rpm trimmed all the way out.
 
Sounds like your motor needs to be checked. That prop should turn at least 5200.
 
I think it’s a fuel delivery problem going to harve carbs clean
 
Turns out 3 high speed jets were missing in carburetors
