Gunwale foldout step up

Hi ,

I have recently bought a new to me GW boat with the fold up/out step to help exit or enter the boat. I fooled around with it a bit and it wouldn't budge. I tried here and online to see if I am missing how to unlock it. I didn't find a good video on it. I am guessing its frozen due to salt and lack of use by the prior owner but I thought I would ask on the forum.

If you can't move it at ALL, then yes, frozen up.

But if it at least jiggles, then you're probably just not doing it right. Did you try lifting up, first?

Yes I did. it didn't budge.
