I am not sure what you are asking. There are several adjustments possible. The initial adjustment of neutral and closed throttle are done at the motor end using the adjustment screws and lock nuts on the cable ends. At the helm, tension can be changed; Maximum forward and reverse throttle arm movement can be set; Neutral safety alignment can be set ( shouldn't need to adjust normally) and reversal of shift direction ( shouldn't need to change that either)
