Marlin water heater and head question

It's cold here on Amelia Island (40 degrees;). How long does it take the water heater to work? I powered it up today and I know it came on but the water was cold even after 10 minutes. When I pump the handle on the head ( seacock open) it won't suck water in. But I can pump it out in dry flush mode. What's wrong?

mine is warm in five minutes - hot in 15 minutes - you are on shore power right - the head has two seacocks one for water coming in and one for waste out - is the intake open? I would not think 40 degrees would impact either problem you described
