Moisture Reading - How moist is okay?

How moist is okay for a transom? My boat spends the winter out of the water and the summer on a mooring.

Is this reading okay? Other spot-readings were similar or better (dry).

Thats about where mine was when I had it surveyed. I would think wet wood would have a very high moisture content. Kiln dried lumber is 7 to 8%.
