My boat has a raw water wash down outlet and it works fine ... It also has a flexible line next to the live well with a spray nozzle I can't figure out how to turn it on.

On my 228 Seafarer the line with the spray nozzle is a fresh water spray.
You need to put water in your tank and there is a switch on your switch panel.
