Northern California Bottom Paint Service Recommendation

Hi guys,
Where is good place for stripping bottom coat and new bottom coat put on? I am thinking of removing two layers of bottom paint with soda-blast then new white (light color) bottom painted. how much should I expect and where would be good place in Northern California?
