I have a 2000 200hp that overheats on earmuffs but if in a barrel of water it does not overheat. What am I doing wrong?

The earmuffs don’t push enough water through the engine is what you’re finding. Maybe the seal isn’t good enough or the rubber isn’t the right size for the intake. Use the bucket and you ought to be ok (assuming the impeller didn’t overheat and burn up too)
It sometimes can make a difference if you remove the screen on the intake of the leg before you put the muffs on.
Also Bob, if your engine has the hose connection on the cowl for static flushing, you can put a "Y" on your garden hose and put water to that fitting at the same time you put water to the muffs and it will usually make the engine pee while running. On my old engine it would not pee on the muffs till I did that. Once it started peeing with both hoses running, I could shut off the upper cowl fitting hose and it would continue peeing. I was clued into doing that by a local Merc/Suzuki mechanic.

The dual feed muffs with rectangular ears work better then the single feed round ones. Check your lower unit to see if it has two sets of water inlets. If so, you may need to tape over the second set.
Your water pressure and volume may not be sufficient to keep the motor cooled. Less expensive garden hoses with narrower inside diameters don't allow a decent flow. The crinkled light collapsible hoses are not suitable. The longer the hose run, the lower the water pressure.
