Do you have to have seacock open to pump out head at a pump out station?

No but if you have a selector Y valve, it must be in the pumpout position and not the discharge position. Some Y valves are not intuitive as to which position is which. If the pumpout doesn't work and no air is being sucked into the outside vent ( probably on the outside hull near the gunnel and near the pumpout fitting, the Y valve is probably in the wrong position.
