R&R trim tab Actuator -236 fisherman

I am trying to replace my stbd side trim tab actuator and having a very difficult time trying to feed the power cable through the transom. I was able to disconnect the original hydraulic line and can re-install that, but the power cable seems impossible to fish through . Has anyone done this on a 236 fisherman? It appears this was originally installed before the cap was on and now there is no way to access it. I have tried to poke a fish tape through and cant get it.

Only option i can think of is to cut a hole in the bottom of the small storage locker on the transom and install a access hatch.
 
What power cable? If the tabs are hydraulic there is no power needed. You may have signal cables that connect to actuator to enable the display to show tab position.
Why is it that you could feed the hydraulic line but not the date line? If possible you can try to back out the hydraulic line a bit and tape the signal wire to it. Then try to pull both at the same time. If the signal cable has a connector, that may be the issue and the hole may need to be enlarged. It's hard to say exactly what the issue is. Your suggestion about adding a deck plate to allow access may be needed but why is it that the hydraulic cable went through and the signal cable doesn't
