I replaced the transom on my boat. Can i just put an engraved metal plate with the HIN on it to replace the old one, or do I have to stamp it on instead?

An engraved metal plate is fine.

But... take a picture of the transom embossed one as well as the entire transom piece you cut off... and maybe even cut out the HIN and save that little section.

Most (maybe all?) boat builders put a second HIN somewhere else in the boat, hidden. Common places I have seen are behind/inside a dash - out of the normal sight areas.

don't have transom piece but have registration with HIN on it. .

online ---

for most recreational boats manufactured or imported into the United States after November 1, 1972, a secondary or "hidden" HIN (Hull Identification Number) is required by federal regulation.
